Ms. Rullán Cabrera is a licensed Certified Public Accountant (CPA), an attorney with approved Federal Bar and Puerto Rico State Bar, and a Certified Insolvency and Restructuring Advisor (CIRA) with over 15 years of experience in accounting, legal and business consulting matters.
Mrs. Rullán-Cabrera’s experience includes advising the Government of Puerto Rico on tax reform, legislation, disclosure, insolvency, restructuring and litigation strategies. Her experience also includes calculating and filing recovery insurance claims for lost profits resulting from business interruption.
Before founding FGA, Mrs. Rullán-Cabrera was Assistant Secretary of the Treasury for the Puerto Rico Department of The Treasury, served as Principal Advisor to the Secretary of the Treasury and the Director of the Office of Management and Budget, and served as Deputy Advisor on Economic Development and Fiscal Affairs to the Governor of Puerto Rico. Previously, she served as a Tax Accountant for Deloitte Tax LLP.
Mrs. Rullán-Cabrera received a Juris Doctor from the Interamerican University of Puerto Rico School of Law and a Bachelors Degree on Business Administration with concentrations in Accounting, Finance and Industrial Management from the University of Puerto Rico, Mayagüez Campus.
Mrs. Vargas-Figueroa is the bookkeeping services leader at FGA. She is a Certified Public Accountant (CPA), Attorney and Notary Public with over 15 years of experience in accounting, finances, business operations, corporate, tax and legal matters. She is also a Quickbooks Certified ProAdvisor.
Mrs. Vargas-Figueroa's experience includes serving as the Chief Financial Officer of various health and real estate entities simultaneously. She has broad experience in executive level management and as advisor within the health, consulting, retail, agricultural and construction industries. She has vast experience in representing clients before governmental agencies for tax related matters. on conducting accounting engagements, business plan development, cash management, cost reduction, and holistic assessments.
She has a true passion for business development, tax planning and compliance, providing guidance and support through all levels of an organization. As a financial advisor she specializes in assisting clients with acquisitions and restructuring strategies, raising capital and creating tax structures to maximize return on investment, financial planning and budgeting, employee training and development, payroll and compliance.
Mrs Vargas-Figueroa received a Juris Doctor from the Pontifical Catholic University of Puerto Rico, School of Law and a Bachelors Degree in Business Administration with concentrations in Accounting and Industrial Management from the University of Puerto Rico, Mayagüez Campus.
